Terra Linda & Westlawn Residents: Water Main Upgrade Project Coming this Fall
Get ready, Westlawn neighbors—Tualatin Valley Water District (TVWD) is gearing up for an important water infrastructure improvement project in your neighborhood! This fall, TVWD will replace nearly 800 feet of the water main serving customers on NW Westlawn Terrace, from NW 128th Avenue to NW 130th Avenue.
We’re upgrading the current 2-, 6-, and 8-inch water main to a brand-new 8-inch ductile iron water main and installing a new pressure regulator and access vault. Water mains are underground pipes that carry treated drinking water from a water treatment plant to a customer’s home or business. A water pressure regulator controls and reduces the pressure of incoming water from the water main into a neighborhood distribution network, and an access vault protects this infrastructure.
This enhancement isn’t just about a new water main – it’s about boosting reliability: The new infrastructure is designed to last, reducing the need for future maintenance; increasing water capacity and pressure: Enjoy stronger water flow that’s perfect for daily needs and crucial for firefighting capabilities; and community investment: This $475,000 investment—supported by water rates—underscores TVWD’s commitment to enhance the water system serving this area and beyond.
What to Expect During Construction?
Starting in late September/early October 2024, construction will last approximately six weeks, with crews working diligently to minimize disruption to the neighborhood. Here’s a snapshot of what’s involved:
- Cutting into the road surface.
- Digging a trench for the water main and services.
- Replacing the existing water main with a new main.
- Digging and setting the vault for the pressure reducing valve.
- Connecting the new main to customer’s water service lines.
- Filling the trench with backfill material.
- Temporarily restoring the road surface.
- Final road restoration (paving).

TVWD maintains over 760 miles of underground water mains. Water mains are underground pipes that carry treated drinking water from a water treatment plant to a customer’s home or business.
Aging water mains can be prone to leaks and breaks. TVWD’s Water Main Replacement Program systematically identifies the most susceptible water mains in the water distribution system. They are then replaced with newer, more durable pipes to enhance their reliability and reduce the frequency of water service interruptions to customers. On average, TVWD replaces thousands of feet of water main each year. Main replacement projects are funded by water rates.
