Staff from Behavioral Health, the Sheriff’s Office, and Beaverton site services provider CODA, will present an overview of the CATT to our Community Participation Organizations (CPOs). With locations in Beaverton and Hillsboro, this unique model will provide substance use recovery options for community members right here in Washington County.

On April 7, a team of developers presented plans to the Central Beaverton Neighborhood group for West Village, a 55-unit apartment complex to be built at the corner of Valeria View and Barnes Road. They will also attend the June 10 CPO 1 meeting.

Entrance to the complex will be on Valeria View. The main building is four stories of apartments with parking on the bottom floor for 30 vehicles. The outside parking lot will have 40 spaces. A clubhouse will be in a separate building on the 1.75-acre parcel.

The county approved the request to divide a lot and develop duplexes on each parcel, on property just west of Meadow Park Middle School at the northwest corner of SW 144th and SW Walton. The applicant proposes to convert the primary dwelling unit into on of the detached duplexes and the recently approved Accessory Dwelling Unit (ADU) into the other duplex.

The state mandated Middle Housing designation allows more units per lot than regular residential zoning, with less opportunity for public comment. A newly formed subcommittee of the Committee for Community Involvement (CCI) is exploring whether it follows Oregon’s land use laws.

The county approved the plan to expand the uses on the Catlin Gabel campus.

Providence Health is proposing to divide a land parcel at 9340 SW Barnes into two lots. The western segment has two existing buildings and the eastern segment has one. The purpose of the division isn’t clear at this point, but anyone interested is invited to attend. Meeting materials are available here.

The proposed 2025-26 county budget includes further cuts to the CPO programs. Washington County is required to balance its budget every year, and this year they had a $20.5 million gap between the previous year expenditures and the anticipated revenue. Personnel are allocated in Full Time Equivalents (FTEs). Administrative support for community participation planned for the upcoming year is dropping from 1.43 FTE to .98 FTE. A public Budget Town Hall hosted by the Washington County Board of Commissioners will happen on Monday, May 12,7-8:30 pm.

The majority of the work of the 17 CPOs is done by volunteers, so please consider stepping into a leadership role to ensure that neighbors continue to have a voice in land use and other aspects of county decision making. The current and anticipated reduction in staffing at the Office of Equity, Inclusion, and Community Engagement (OEICE) that manages the CPO system has postponed the “modernization” effort aimed at reorganizing the program.
